Pour some veg dye/blueing into the tank. Don't flush. Turn off water
supply. If you see dye in the bowl an hour later, the flapper
is leaking at the seat. There are dozens of different designs
for the flapper and seat (or ball and seat).
Fluid Master makes a pretty good almost universal kit for
applications where a standard flapper doesn't work well.
It's called the Flusher Fixer.
If you try one, use a hair dryer to completely dry the surface
the kit will mount on. If brass, clean it up with sandpaper first too.
That's just one answer; there are lots of fixes, depending on what
you have in the tank.
