Probably a personal vendetta. I would take themo out before they take you. They are either for you or against you.

All previous commentators ascribe far too much intentionality to the driver in question. This driver has NO idea that they are going 47, or 62, or that there is even a difference between the two. But I would venture a guess that said driver was absorbed in a tremendously engaging cell phone conversation the entire time.

Tony has hit the nail on the head, I believe. In my crude fashion, I like to call it "head-up-ass syndrome".
